O Brasil é um país onde o sincretismo está implícito nas pessoas devido a uma série de questões e costumes, por isso, o ponto de ser um estado laico é fundamental para diversos aspectos, separando os dogmas religiosos do âmbito político, no entanto, isso não ocorre na prática.

O Projeto de Lei 442/1991 que trata a regulamentação dos cassinos no Brasil esteve parado na Câmara dos Deputados desde 1991, porém, devido a uma série de necessidades econômicas, o texto foi aprovado em fevereiro deste ano, e tramitou para o Senado Federal, onde a sua aprovação deveria ocorrer de maneira simples devido à urgência econômica de soluções.

No entanto, como já era esperado, em um ano de eleição, qualquer assunto que vai de encontro a dogmas religiosos são tratados com muito cuidado, devido à necessidade de não criar uma argumentação que possa desfavorecer qualquer político durante a sua campanha, e o Projeto de Lei não teve nenhuma movimentação na casa.

É importante esclarecer que, caso os cassinos sejam regulamentados no Brasil, o valor de arrecadação poderia ser utilizado para prover o financiamento da Proposta de Emenda à Constituição 11/22, apelidada de PEC, um orçamento que, segundo os planos de saúde, geram custos adicionais na ordem de R$ 11,4 bilhões, valor que deve ser repassado a população.

Outro ponto de destaque que passou a ser levantado por perfeitos é a necessidade da aprovação do PL 442/1991 em uma alternativa para financiar o transporte público nos mais diversos municípios, com destaque para as seguintes argumentações:

Vice-presidente da Federação Nacional de Prefeitos (FNP) e prefeito de Porto Alegre (RS), Sebastião Melo – “Sou a favor do jogo porque ele existe no Brasil. E precisamos de uma alternativa para financiar o sistema que tem vários operadores. Só anda de ônibus quem não tem nenhuma opção. São ônibus velhos, sem previsão de horários. Não dá para sustentar essa situação”.

Prefeito de Aracaju (SE), Edivaldo Nogueira – “O sistema de transporte foi construído sem planejamento e ficou a cargo das prefeituras, que muitas vezes não se interligam. Num país continental como o Brasil precisamos de um sistema único, claro, conversado entre todos os entes (Estados), mas com planejamento nacional”.

É importante ressaltar que não se trata da entrada dos jogos no Brasil, visto que não é tão difícil encontrar uma banca de jogo do bicho ou uma máquina de caça níquel, atuando de maneira ilegal, o trâmite é  apenas para regulamentar o entretenimento dos jogos de azar e prover a devida arrecadação dos valores aos cofres públicos e se beneficiar de uma série de postos de empregos criados.
