Prefeitos fazem nova mobilização em Brasília em outubro para reivindicarem repasses adicionais do FPM – MARANHÃO Hoje

A crise financeira enfrentada pelos municípios brasileiros é a principal motivação de mais uma mobilização municipalista que deve acontecer em Brasília nos dias 3 e 4 de outubro. Prefeitos de centenas de cidades brasileiras se reúnem para debater, entre outros pontos, a arrecadação do Fundo de Participação dos Municípios (FPM), que nos últimos três meses vem sofrendo quedas sucessivas.Se compararmos o terceiro trimestre de 2023 com o do ano passado, o crédito do FPM, já descontada a fatia do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb), a queda de arrecadação do FPM foi de R$ 3,84 bilhões. Mas pela tabela acima é possível ver que  —  mesmo com o resultado negativo no terceiro trimestre  —  o ano de 2023 ainda tem arrecadação superior aos três primeiros trimestres de 2022. De janeiro a setembro de 2022, o FPM repassado aos municípios somou R$87,46 bilhões. Neste ano, até agora, esse valor chegou a R$102,45. São quase R$15 bilhões a mais arrecadados este ano, se compararmos com o ano passado. O consultor econômico e financeiro da Associação dos Municípios do Estado do Ceará (Aprece), André Carvalho, explica o que vem causando nos gestores municipais a sensação de que estão arrecadando menos.“O problema é que o acúmulo das despesas que os municípios vêm sofrendo, muitas delas pautadas pelos indexadores salariais, é que causa essa sensação de que a arrecadação é insuficiente, e de fato é. A receita vem crescendo de maneira bem inferior, ou quase não  —  em relação ao que vem se consolidando em termos de obrigações extraordinárias.”

Para o consultor, nos últimos dois anos os municípios vêm enfrentando o “estopim” de um desequilíbrio fiscal.“Se a gente pegar, por exemplo, 2022 e 2023, os municípios experimentaram um aumento da maior categoria de folha salarial — que são os professores —  superior a 50%, enquanto a receita não cresceu, nem perto disso.” O consultor André Carvalho ainda acrescenta que “é esse desequilíbrio, entre receita e despesa, que vem acontecendo ano a ano que causa essa sensação de perda de arrecadação. Aliado ao desequilíbrio, o último trimestre com arrecadação baixa, evidencia ainda mais o problema da ‘seca’ de fluxo financeiro.” Municípios no limite 
Com a arrecadação menor e os gastos maiores, os problemas de custeio começam a aparecer nos municípios. As folhas de pagamento começam a atrasar, os fornecedores acabam tendo os repasses atrasados — o que dificulta a entrega de mercadorias, como merenda escolar, por exemplo. Segundo o prefeito Luiz Gustavo Moraes, da cidade de Palmital no interior Paulista, ainda não houve cortes na folha de pagamento, mas os fornecedores já estão recebendo com atraso. “Antes pagávamos com 30 dias, agora estamos pagando com 40, 50 dias.”Luiz Gustavo é um dos prefeitos que devem se reunir com representantes da Confederação Nacional do Municípios nos dias 3 e 4 de outubro em Brasília. Entre as pautas previstas para serem debatidas está a aprovação do repasse adicional de 1,5% do FPM para o mês de março, previsto na PEC 25/2022 (em tramitação na Câmara dos Deputados). Adicional que, para o prefeito da pequena cidade de apenas 20 mil habitantes, fará toda diferença no orçamento. “Fundamental para os municípios estarem com suas despesas sanadas. Você programa sua casa para ter um ritmo, aí vem um fator não programado e aí você tem que mudar no meio do caminho, é isso que está acontecendo” desabafa o gestor, que já confirmou presença em Brasília na mobilização.

Se compararmos o terceiro trimestre de 2023 com o do ano passado, o crédito do FPM, já descontada a fatia do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Fundeb), a queda de arrecadação do FPM foi de R$ 3,84 bilhões.

Mas pela tabela acima é possível ver que  —  mesmo com o resultado negativo no terceiro trimestre  —  o ano de 2023 ainda tem arrecadação superior aos três primeiros trimestres de 2022. De janeiro a setembro de 2022, o FPM repassado aos municípios somou R$87,46 bilhões. Neste ano, até agora, esse valor chegou a R$102,45.
