Programa beneficia com R$ 50 adicionais famílias com bebês de zero a seis meses
O Brasil tem oito estados com mais de um milhão de famílias atendidas pelo Bolsa Família em outubro. Liderada por São Paulo, com 2,68 milhões contemplados, a lista é fechada pelo Maranhão, que neste mês tem 1,23 milhão de famílias beneficiadas.
Os pagamentos começaram nesta quarta-feira (18) e prosseguem de forma escalonada até o dia 31, tendo por base o final do Número de Identificação Social (NIS) de cada beneficiário.
O valor médio do benefício a ser pago no Maranhão é de R＄ 715,07, o quinto maior do país, atrás apenas de Roraima (R＄ 757,32), Amazonas (R＄ 747,82), Acre (R＄ 746,14) e Amapá (R＄ 733,08).
O investimento federal no estado é de R$ 845 milhões e os recursos chegarão a lares de todos os 217 municípios maranhenses.
A capital São Luís é o município com mais famílias beneficiadas neste mês: 125.602. O Maranhão tem outras cinco cidades com mais de 20 mil famílias assistidas: São José de Ribamar (32.165), Imperatriz (30.010), Timon (27.753) e Chapadinha (21.415).
Em 176 dos 217 municípios maranhenses, o valor médio do benefício supera os R＄ 700. A lista conta, inclusive, com duas cidades onde o valor ultrapassa os R＄ 800: Jenipapo dos Vieiras (R＄ 813,26) e Belágua (R＄ 805,19).
Esses dois municípios estão entre os 47 em todo o país onde o valor médio do benefício supera os R＄ 800. Além do Maranhão, eles estão localizados no Acre, Amazonas, Tocantins, Amapá, Pará, Rio Grande do Sul, Mato Grosso, Mato Grosso do Sul e Roraima, estado que abriga a cidade de Uiramutã, dona do maior valor do benefício dentre todos os 5.570 municípios brasileiros. Lá, o valor é R＄ 967,51.
O Benefício Primeira Infância, que prevê um adicional de R＄ 150 a crianças de zero a seis anos, chega a 578, 2 mil pessoas do Maranhão em outubro a partir de um investimento de R＄ 81,8 milhões. Já o Benefício Variável Familiar (BVF), um adicional de R＄ 50 para gestantes e crianças e adolescentes de 0 a 18 anos, alcança 1 milhão de pessoas no estado, com um aporte de R＄ 49,39 milhões.
BVN – Em todo o país, 21,45 milhões de famílias serão contempladas nos 5.570 municípios brasileiros. O valor médio do benefício pago em todo o país é de R＄ 688,97 e supera em 0,30% o de setembro (R＄ 686,89).
Outubro de 2023 é marcante para o Bolsa Família, já que o programa completa 20 anos neste mês. O número de beneficiários manteve-se praticamente o mesmo do mês passado, quando 21,47 milhões de famílias foram assistidas pelo programa. O valor a ser transferido em outubro supera os R＄ 14,58 bilhões repassados em setembro e chega a R＄ 14,67 bilhões, um aumento de 0,61%.
Um dos motivos é a entrada em vigor da última das faixas da nova modelagem do programa. Trata-se do Benefício Variável Familiar Nutriz (BVN), um valor adicional de R＄ 50 concedido às famílias com crianças de 0 a 6 meses em sua composição. O apoio tem como objetivo reforçar a alimentação da família da mãe em fase de amamentação. Ao todo, 287 mil crianças serão atendidas com o BVN em outubro, em 283 mil famílias. O investimento direto é de R＄ 13,9 milhões.
No Maranhão, o BVN alcança 18,4 mil famílias. O investimento direto é de R＄ 887,9 mil.
Crianças e adolescentes – Desde que foi relançado, em março, uma das marcas do novo Bolsa Família é ampliar a proteção a crianças e adolescentes e ser capaz de dar uma atenção proporcional às diferentes composições familiares.
Em outubro, o Benefício Primeira Infância (BPI), no valor de R＄ 150, chega a 9,58 milhões de crianças de 0 a 6 anos que integram o núcleo familiar dos beneficiários. O investimento federal é de R＄ 1,36 bilhão.
Outros R＄ 590 milhões serão transferidos para o pagamento do Benefício Variável Familiar Criança (BV), um adicional de R＄ 50 que neste mês atende 12,72 milhões de crianças e adolescentes de 7 anos a 16 anos incompletos. Além disso, R＄ 133 milhões serão repassados para o Benefício Variável Familiar Adolescente (BVA), no mesmo valor do BV, que assiste 2,89 milhões de adolescentes de 16 anos a 18 anos incompletos.
Por fim, R＄ 30 milhões estão reservados para o pagamento do Benefício Variável Familiar Gestante (BVG), que atende 632,5 mil pessoas em todo o país. Com isso, o Bolsa Família transfere em outubro R＄ 2,11 bilhões para proteção de bebês, crianças, adolescentes e gestantes em todos os estados e no Distrito Federal.
Escola e vacina – Outra marca do Bolsa Família é o incentivo à frequência escolar e ao acompanhamento de saúde. As famílias beneficiárias devem cumprir compromissos importantes para manter-se no programa, como acompanhamento pré-natal, cumprimento do calendário nacional de vacinação, acompanhamento do estado nutricional das crianças menores de sete anos, frequência escolar mínima de 60% para crianças de quatro a cinco anos e de 75% para beneficiários de seis a 18 anos que não tenham concluído a educação básica.
Chuvas e estiagens – Em municípios que declararam estado de calamidade ou de emergência em função de chuvas ou estiagem, o Governo Federal unifica o pagamento do Bolsa Família para todos os beneficiários no primeiro dia do cronograma do mês. Ao todo, a medida vai beneficiar cerca de 959,5 mil famílias de 160 municípios de Santa Catarina, 98 do Rio Grande do Sul, 1 do Paraná e 55 do Amazonas. O repasse total é de R＄ 688,5 milhões.
Além disso, a esses municípios fica permitido o uso da Declaração Especial de Pagamento (DEP), documento emitido pelo município, válido por 30 dias, para titulares que perderam a documentação e o cartão do programa. Outra medida de proteção inclui a prorrogação dos prazos de atualização cadastral para evitar bloqueio e/ou cancelamento dos benefícios do Bolsa Família em famílias incluídas em processos de Averiguação e Revisão Cadastral.
Composição — As mulheres seguem com ampla maioria no quesito de responsáveis familiares. Em outubro, somam 17,79 milhões, o que equivale a 82,9% do total. Os dados mostram ainda que a maioria das famílias são monoparentais femininas com filhos (independentemente da idade dos filhos), que somam em outubro 10,76 milhões (50,16%). Outra predominância diz respeito aos pretos (as) ou pardos (as), que respondem por 73% do total de beneficiários.
Regra de Proteção — A medida permite a permanência de beneficiários no programa para famílias que elevam a renda até o patamar de meio salário mínimo por integrante do núcleo familiar, a Regra de Proteção alcança 1,97 milhão de famílias em outubro. Elas recebem 50% do valor total do benefício.
Regiões — O Nordeste, com 9,7 milhões de famílias atendidas e um investimento federal que ultrapassa R＄ 6,58 bilhões, é a região do país com maior número de beneficiários em outubro. O valor médio do benefício é de R＄ 683,75. Em seguida aparece o Sudeste, com 6,43 milhões de famílias assistidas. Elas receberão um benefício médio de R＄ 681,06, por meio de repasses que somam mais de R＄ 4,38 bilhões.
A terceira região com maior número de contemplados é a Norte. Lá, mais de 2,62 milhões de famílias receberão um benefício médio de R＄ 725,52, o maior registrado entre as cinco regiões. O investimento federal é de R＄ 1,84 bilhão.
A Região Sul, com 1,5 milhão de famílias assistidas, aparece na sequência. O valor médio do benefício é de R＄ 686,83 e os repasses somam R＄ 1,02 bilhão. O Centro-Oeste, por sua vez, tem 1,18 milhão de famílias contempladas em outubro, com um valor médio de R＄ 698,62, por meio da transferência de R＄ 829,93 milhões.
Estados — São Paulo (2,68 milhões de famílias), Bahia (2,54 milhões) e Rio de Janeiro (1,78 milhão) são os três estados com maior número de famílias contempladas pelo Bolsa Família em outubro.
Outras cinco Unidades da Federação somam mais de um milhão de beneficiários neste mês: Pernambuco (1,66 milhão), Minas Gerais (1,65 milhão), Ceará (1,49 milhão), Pará (1,37 milhão) e Maranhão (1,23 milhão).
