Variação foi de 0,34% em relação ao mesmo período de 2022
O mês de setembro fechou em queda de 0,34% de arrecadação do governo — chegando a R$ 174,31 bilhões, segundo dados da Receita Federal. A redução é quando comparamos com o mesmo período do ano passado e o valor já vem descontado a inflação, que é medida pelo Índice de Preços ao Consumidor Amplo (IPCA).
De janeiro a setembro, a União arrecadou R$ 1,69 trilhão. No acumulado do ano, a alta é de 0,64% em relação ao mesmo período do ano passado.
Sucessivas quedas vêm sendo registradas desde junho:

- Julho: – 4,2%
- Agosto: – 4,1%
- Setembro: – 0,34%
Para o professor de economia da FAAP em São Paulo Sillas de Souza Cézar mesmo com as quedas seguidas, a economia não aponta sinais de retração.
“O mais importante para a gente é o número fechado — o acumulado. E nele a gente tem acréscimo. O importante é olhar para o movimento e acreditar.”
Receita Previdenciária em alta – Se por um lado houve queda na arrecadação total, por outro, a Receita Previdenciária teve aumento real de 1,97% no mês de setembro, com um total arrecadado de R$ 49 bilhões. O acumulado do ano, janeiro a setembro, somou R$ 437,2 bilhões, enquanto no ano passado esse montante foi de R$ 413,8 bilhões — alta real acumulada em 2023 de 5,7%.
O pesquisador associado do FGV Ibre Guilherme Tinoco explica as causas.
“Isso ocorre basicamente porque a correção do salário é muito mais ligada ao IPCA e INPC do que aos IGPs, que estão caindo. Também levando em conta que estamos com desemprego baixo e com alto nível de população ocupada, então a massa salarial está crescendo a uma taxa elevada.”
Por conta disso, o maior destaque da arrecadação é a contribuição previdenciária, explica.
Queda na União nem sempre reflete nos municípios – A redução da arrecadação nacional segue a mesma tendência de queda enfrentada por grande parte dos municípios brasileiros Desde junho as cidades sofrem com menores repasses do Fundo de Participação dos Municípios (FPM).
Mas, para o professor Sillas, a queda é pequena e não tem uma ligação direta com os repasses da União aos municípios por meio do FPM.
“Não é isso que vai modificar o orçamento deles (municípios). Eles podem ter um contingenciamento decorrente de outras causas, não dessa. Não é isso que vai fazer com que o município fique numa condição mais ou menos favorável.”
