Debate participação do governo de Pernambuco e Caixa

Os principais temas da agenda Minha Casa, Minha Vida (MCMV) foram destaques do Construa Maranhão desta sexta-feira (10), no Multicenter Negócios e Eventos, em São Luís (MA), com a participação da secretária de Desenvolvimento Urbano e Habitação do Estado de Pernambuco, Simone Benevides de Pinho Nunes, representando a governadora Raquel Lira.

A secretária apontou os desafios e oportunidades para reduzir o déficit habitacional brasileiro, atualmente concentrado nas regiões Norte e Nordeste do país, para as famílias com renda de até dois salários-mínimos. “Habitação de interesse social passa, prioritariamente, por uma questão política”, disse.

Apesar de elas representarem 42% do déficit total do país, as duas regiões foram as únicas que utilizaram recursos abaixo do orçamento inicial (apenas 18%) do Fundo de Garantia do Tempo de Serviço (FGTS) aplicados em habitação popular. “Juntas, realizaram R$ 8,3 bilhões a menos do que seus orçamentos iniciais”, enfatizou Nunes.

Como solução, o governo de Pernambuco, cujo déficit habitacional é de mais de 320 mil moradias, sendo 70 mil só no Recife, criou o programa “Morar Bem Pernambuco – Entrada Garantida”, que garante subsídios de até R$ 20 mil para utilização no pagamento da entrada na compra de imóveis de até R$ 190 mil inseridos no programa MCMV. Podem participar famílias residentes no Estado de Pernambuco, com renda familiar de até 2 salários-mínimos, em busca do seu primeiro imóvel.

A iniciativa, bem-vista pelos estados do Ceará, Bahia, Alagoas e Piauí, visa diminuir gradativamente o déficit habitacional em Pernambuco, assim como incentivar a geração de cerca de 76 mil novas vagas de empregos diretos, indiretos e induzidos, além de atender, em quatro anos, cerca de 40 mil famílias, mas principalmente não devolver recursos do orçamento do FGTS do MCMV, com potencial de incremento de R$ 2 bilhões na construção em Pernambuco.

MCMV Cidades – O vice-presidente de Habitação de Interesse Social, Clausens Duarte, destacou, entre outros, que as únicas faixas que reduziram déficit habitacional no país foram as de 1 a 3 salários-mínimos, Faixa 2 do programa MCMV.

Na avaliação do vice-presidente Financeiro da CBIC, Eduardo Aroeira, o programa só não é maior por falta de funding e o MCMV – Cidades deve contribuir para a redução do déficit nacional.

Sobre o Fundo de Arrendamento Residencial (FAR), o superintendente nacional de Habitação Pessoa Jurídica da Caixa Econômica Federal, Raul Gomes, informou que o Ministério das Cidades deve publicar na próxima semana portaria que trata de reserva técnica de subsídio do FAR para propostas que tenham passado pelo enquadramento da instituição.

Também participaram da plenária o presidente do Conselho Consultivo da CBIC, José Carlos Martins, e o presidente da Federação das Indústrias do Estado do Pará (Fiepa), Alex Carvalho.

O tema tratado tem interface com o projeto “Melhorias para o Mercado Imobiliário”, da CII/CHIS da CBIC, em correalização com o Serviço Nacional de Aprendizagem Industrial (Senai Nacional).

Realizado pela CBIC e Sindicato das Indústrias da Construção Civil do Estado do Maranhão (Sinduscon-MA), o Construa Maranhão conta com apoio do Sesi e do Senai Nacional e patrocínio do Confea, Mútua, Softplan, Prevision, CVW Construtora de Vendas, Sienge, Gráfica Malharia Cemic e Canopus. O evento aconteceu junto à quinta edição da Expo Indústria Maranhão, já consolidada como a maior feira multisetorial do Nordeste. A feira realizada pela Fiema segue até domingo (12).
