Os financiamentos de custeio seguem em ritmo forte
O desembolso do crédito rural somou R$ 148,25 bilhões na safra 2022/23, até outubro, aumento de 22% em relação a igual período da safra anterior. Os financiamentos de custeio seguem em ritmo forte, com aplicação de R$ 98,29 bilhões, (+50%). Já os investimentos, com R$ 33,86 bilhões, a comercialização, com R$ 8,93, e a industrialização, com R$ 7,17 bilhões, registraram queda em relação a igual período do ano passado.
De acordo com a Secretaria de Política Agrícola do Ministério da Agricultura, Pecuária e Abastecimento (Mapa), os financiamentos destinados a investimentos tendem a se intensificar nos próximos meses, concomitante à tendência de retração dos financiamentos de custeios.
O aumento na contratação de financiamentos de custeio decorreu da elevação dos custos de produção e das oportunidades de mercado ditadas por condições favoráveis de preço e de demanda. Esse aumento foi de 42% no âmbito do Pronaf e de 73% no âmbito do Pronamp, se situando, respectivamente, em R$ 16,30 bilhões e R$ 24,60 bilhões. Em número de contratos de custeio por programa, os aumentos foram de 30% no Pronamp, 6% no Pronaf 6% e 9% para demais produtores.
O diretor da Política de Financiamento ao Setor Agropecuário do Mapa, Wilson Vaz de Araújo, destaca que o expressivo aumento nos financiamentos de custeio Pronamp resultou, também, do predomínio de uma taxa de juro mais favorável relativamente à aplicável fora do programa, em comparação com a safra anterior.
Por outro lado, as contratações de investimento aumentaram somente no âmbito do Pronaf (+3%), se situando em R$ 8,82 bilhões, possivelmente pela atratividade das taxas de juros, dado que as taxas praticadas livremente pelo mercado são aproximadamente duas vezes superiores.
Em relação às fontes de recursos do crédito rural, a participação dos recursos obrigatórios, no total das contratações, reduziu de 28% para 21%, se situando em R$ 30,88 bilhões, e a de recursos da poupança rural controlada aumentou, de 20% para 24%, atingindo R$ 36,00 bilhões, aumento de 52%. Os recursos com juros controlados somaram R$ 92,31 bilhões (+12%), e com juros livres R$ 55,94 bilhões (+42%).
Wilson Vaz reiterou a importância da contribuição da Letra de Crédito do Agronegócio (LCA) para o funding do crédito rural, que se destaca por ser a principal fonte de recursos não controlados, tendo os recursos dessa fonte aumentado 137%, se situando em R$ 36,62 bilhões, respondendo por 25% do crédito rural, complementando adequadamente o financiamento, sobretudo de custeio, aos grandes e médios produtores.
Os valores apresentados são provisórios e foram extraídos, no dia 4 deste mês, do Sistema de Operações do Crédito Rural e do Proagro (Sicor/BCB), que registra as operações de crédito informadas pelas instituições financeiras autorizadas a operar em crédito rural. Dependendo da data de consulta no Sicor, podem ser observadas variações na magnitude dos dados disponibilizados ao longo dos trinta dias seguintes ao último mês do período considerado.
