O reitor da Universidade Federal do Maranhão (UFMA), Natalino Salgado, anunciou nessa segunda-feira (17) que as obras de complementação da reforma e ampliação do Prédio da Enfermagem, na Rua Viana Vaz (Centro histórico de São Luís), serão reiniciadas pela empresa JB Construções. O prazo de entrega previsto é de seis a oito meses e o valor de R$ 3.090.664,88. A obra da nova Escola de Enfermagem tem como agentes participantes a Universidade Federal do Maranhão (UFMA) e o Ministério da Educação (MEC).
De acordo com Natalino Salgado, a obra foi iniciada em 2021, após nova licitação e liberação de orçamento específico. A conclusão estava prevista para abril deste ano. Mas, durante os trabalhos, a empresa alertou à Superintendência de Infraestrutura (Sinfra-UFMA) que, em razão do abandono e da paralisação dos serviços nos quatros anos da gestão anterior da Universidade, foi diagnosticado o comprometimento da estrutura. Devido à ação do sol e das chuvas, os danos estruturais gerariam o risco de desabamento em parte do prédio com maior fragilidade.
Diante da gravidade do problema e em obediência ao que determina a lei, a atual gestão da UFMA e a empresa entraram em acordo para que a obra fosse suspensa por noventa dias. A partir daí, toda a área técnica da engenharia fez um novo estudo técnico com calculistas para medir e avaliar as condições físicas da estrutura.
“Não basta só olhar e dizer que está rachado. Tem que fazer perfuração para analisar e apresentar avaliação da estrutura. Isso requereu mais 90 dias, e a empresa pediu prorrogação”, disse o reitor Natalino Salgado.
Além de refazer os cálculos da estrutura, foi feito ainda uma nova avaliação dos materiais e do custo para fazer o reforço de toda a parte estrutural.
“É um trabalho técnico feito pela empresa. E, com mais de um ano da obra, ela tem direito a um realinhamento de impacto orçamentário-financeiro. Isso foi calculado”, informou o reitor.
Em seguida, após ficarem prontos, a nova avaliação e o novo orçamento foram entregues à Pró-Reitoria de Planejamento, Gestão e Transparência (PPGT), que alocou recursos com o MEC e encaminhou o processo para análise da Procuradora de Justiça da UFMA.
Novo ambulatório
O Chefe do Departamento de Enfermagem da UFMA, Prof. Aurean D´Eça Júnior, destacou que a ampliação e modernização da nova estrutura do prédio garantirá melhores condições de ensino, pesquisa, extensão e pós-graduação.
O novo prédio terá uma estrutura funcional com novas salas de aula, laboratório, área de convivência, biblioteca, sala do professor, laboratório de informática, espaço para atividades de extensão, com a implantação de um ambulatório para a realização de procedimentos de Enfermagem à comunidade.
“Esta visita visa esclarecer para toda a comunidade acadêmica, ao corpo docente e aos alunos de Enfermagem que a reforma já estava em andamento, quando foi diagnosticado um problema estrutural. Temos uma comissão de professores do curso que acompanha a obra. Já estivemos aqui com essa obra em andamento, mas, infelizmente, houve uma falha na estrutura, gerada pela ação das chuvas e do sol”, disse Aurean D´Eça Júnior.
“Fomos informados pela Prefeitura de Câmpus e gestão da UFMA que esse novo projeto já foi concluído e que também já se conseguiu orçamento para a continuidade e finalização da obra. A UFMA e a empresa aguardavam só o alvará do Corpo de Bombeiros e da Prefeitura de São Luís, para que as obras tivessem prosseguimento. Agora, com tudo já liberado e autorizado, na próxima semana, a obra recomeçará.
