Custeio da Saúde pública é uma das prioridades 

O governador do Maranhão, Carlos Brandão (PSB), esteve em Brasília, nesta terça-feira (08), para acompanhar de perto o processo de transição do governo de Jair Bolsonaro (PL) para o de Luiz Inácio Lula da Silva (PT). O objetivo da agenda na capital federal foi levar o Maranhão para a pauta da transição de governo, disse Brandão após reunião com o senador Marcelo Castro (PI), relator do Orçamento Geral da União de 2023.

“É um momento de transição. Vim fazer uma visita ao senador Marcelo Castro, uma pessoa que conheço há muito tempo, para entender o que está acontecendo nessa transição, e, naturalmente, trazer o Maranhão para esse debate, para que a gente possa inserir o Maranhão em benefícios que poderão ser definidos”, ressaltou o governador.

Programas sociais e PEC emergencial – Também participaram da reunião com Marcelo Castro, os deputados federais Rubens Pereira Jr. (MA) e João Bacelar (BA) e o senador Wellington Fagundes (MT). Um dos temas centrais do encontro foi a Proposta de Emenda à Constituição (PEC) “emergencial de transição”, que visa garantir espaço para programas sociais que perderam recursos.

A ideia é repor recursos para programas como o Farmácia Popular e a Merenda Escolar, que sofreram cortes na previsão orçamentária elaborada pelo governo Jair Bolsonaro.

“Esse momento de transição é do novo governo tomar conhecimento do que está disponível para o ano que vem. A prioridade é que essa PEC seja aprovada para garantir esses compromissos. Esse é um momento de transição e estamos aqui para dar apoio”, completou o governador.

Emendas impositivas – O encontro com o senador Marcelo Castro precedeu reunião do governador Brandão com parlamentares da bancada maranhense no Congresso Nacional.

Na reunião com parlamentares maranhenses, Carlos Brandão ouviu as propostas dos deputados para a aplicação de investimentos no Maranhão em 2023.

Um dos assuntos em pauta foi qual será a destinação das chamadas Emendas Impositivas, garantia constitucional que permite que deputados, senadores, Comissão ou a bancada estadual indiquem ações, projetos e obras que o governo é obrigado a executar.

“É lógico que a gente tem as nossas propostas e estamos discutindo aqui não só com o relator da Comissão de Orçamento, mas discutindo também com a nossa bancada”, sublinhou Carlos Brandão.

Para o governador, o momento é de união de esforços entre os poderes constituídos e os debates devem superar as divergências ideológicas e partidárias.

“Estamos em uma relação institucional, democrática, independentemente daqueles que estiveram do nosso lado ou daqueles que estiveram contra a gente. O momento é de unir todo mundo. Esse é um papel que nós estamos fazendo com os prefeitos do Maranhão, com os deputados estaduais e vamos conduzir dessa mesma forma com os deputados federais e senadores”, explicou.

A meta foi ouvir os parlamentares e apresentar as propostas de investimento do Executivo maranhense para 2023.

Saúde é prioridade – Carlos Brandão defendeu o amplo debate para garantir que recursos das emendas impositivas cheguem “na ponta”, ou seja, à população. Ele ouviu as sugestões dos parlamentares e ressaltou a importância da destinação de verbas para a Saúde. “O que vocês puderem nos ajudar, estamos à disposição”, disse o governador, lembrando que a estrutura de saúde pública do Maranhão foi sensivelmente requalificada nos últimos sete anos, com a entrega de 17 Policlínicas, 31 Hospitais Macrorregionais e dezenas de obras em hospitais municipais.

Governadores e Lula – Ainda de acordo com Carlos Brandão, apesar dos debates já iniciados sobre a destinação do orçamento público para o próximo ano, o presidente eleito sinalizou interesse em reunir com os governadores dos 26 estados e do Distrito Federal.

“O presidente Lula falou que irá fazer uma reunião com todos os governadores, independente da questão político-partidária e ideológica, para que cada um dos governadores apresente quatro ou cinco projetos estruturantes e debatamos de que forma a gente pode fazer essa parceria”, finalizou.
