Inspeções teriam detectado uma série de irregularidades
Para garantir a adequação do Hospital Municipal José Vieira de Melo, em Lagoa Grande do Maranhão, o Ministério Público do Maranhão (MPMA) solicitou a interdição e o bloqueio de verbas do estabelecimento, pelo prazo de noventa dias úteis. O hospital foi uma das cinco unidades de saúde inspecionadas nos municípios que compõem a comarca de Lago da Pedra, que inclui também Lagoa Grande, Lago do Junco e Lago dos Rodrigues.
As vistorias foram realizadas, de agosto a outubro deste ano, pelo titular da 1ª Promotoria de Justiça de Lago da Pedra, Aarão Carlos Lima Castro, com o objetivo de verificar as condições de atendimento à população.
Foram observadas questões ligadas à infraestrutura física, segurança e limpeza, aparelhos e medicamentos, equipe médica e de enfermagem, documentos e profissionais indispensáveis para o funcionamento dos estabelecimentos.
Hospitais – Além do Hospital Municipal José Vieira de Melo (inspecionado em 17 de outubro), foram vistoriadas as unidades de saúde Professor Serra de Castro (Lago da Pedra), Alcy Alves Arruda (Lago do Junco) e Raimundo Joaquim de Sousa (Lago dos Rodrigues), todos no dia 16 de agosto.
No dia 25 de outubro, a inspeção ocorreu no Hospital Regional Dr. Rubens Jorge, em Lago da Pedra.
De acordo com o representante do Ministério Público, o hospital de Lagoa Grande foi o que estava em piores condições. Para os outros estabelecimentos, bastaram Recomendações porque não havia necessidade de interdição.
“Em Lagoa Grande, a situação era tão sofrível que não havia condições de convocar o Município para compor um acordo. A única medida viável é fechar o hospital temporariamente”, lamenta.
O hospital estava cheio de mofo, sem equipe de saúde e farmacêutico, sem aparelho de raio-x, com limpeza precária, presença de caramujos e cupins nas portas. “Não havia menor condição de anunciar interdição temporária por 90 dias e usar os recursos repassados para reforma. Por isso, solicitamos o bloqueio”, esclarece Aarão Castro.
Problemas – Na maioria das unidades o problema mais recorrente refere-se ao controle de entrada e saída de medicamentos nos setores de farmácia. Além disto, faltam equipes de saúde, incluindo médicos e enfermeiros. “Os Municípios de Lago dos Rodrigues, Lago do Junco e em Lagoa Grande queixam-se da dificuldade para contratação de médicos”, narra o membro do MPMA.
Ao fim das inspeções, foram expedidas Recomendações aos secretários municipais de Saúde e diretores dos hospitais, informando resultados das vistorias e propostas de melhorias dos serviços. Nos documentos, o MPMA também notificou os Municípios, solicitando a apresentação de documentos e contratos.
